Congo deal delayed at African Union meeting

ADDIS ABABA, Ethiopia (AP) ? A large-scale peace agreement to end fighting in Congo that would see more peacekeeping forces enter the region was delayed Monday over what the United Nations chief called "procedural issues."

A signing ceremony scheduled for Monday at the African Union summit in Ethiopia was canceled. U.N. Secretary-General Ban Ki-moon said, however, there are no fundamental differences holding back the agreement.

"This is a broader political and security framework whereby the country, particularly (Congo), will be committed to certain policies regarding the situation," Ban said, adding that other regional countries will also commit to support.

"To cope with the threat posed by armed groups in the eastern part of the country, we plan to create a peace enforcement force in the mission," said Ban.

The agreement had been circulated to eight countries: Congo, the Republic of Congo, Rwanda, Uganda, Burundi, South Africa, Angola and Tanzania, he said.

The peace deal is an effort at a large-scale political framework to end violence in Congo. Separate talks are taking place in Uganda between the rebel group known as M23 and Congolese officials.

Jean Baptiste Rudaseswa, a lawyer for M23, said he was happy the U.N. plan has so far failed because he said it risked destabilizing Congo further.

"Our biggest concern is the deployment of a so-called neutral international force to wipe out M23 and other negative forces, as they say," he said.

Ban is seeking additional resources to strengthen the U.N. peacekeeping force in Congo with "intervention" troops with a more robust mandate to protect civilians from armed groups in Congo's vast eastern region.

U.N. diplomats said Ban is expected to send a report to the council with specific recommendations for additional troops ? possibly totaling as many as 2,500 ? that would actively intervene, for example, to prevent another takeover of the key eastern city of Goma.

The Security Council wants to beef up the U.N. peacekeeping force known as MONUSCO, which has more than 17,700 U.N. peacekeepers and over 1,400 international police, following last year's takeover of many villages and towns in eastern Congo by M23 rebels who briefly held Goma before withdrawing in early December. The force ? the largest of the U.N.'s 15 far-flung peacekeeping operations ? did little to protect the tens of thousands of civilians, many of whom fled their homes.

Rudaseswa said Ban's plan would lead to more violence, because then groups like M23 would have to defend themselves in action.

A senior Ugandan diplomat who has been involved in regional efforts to end violence in eastern Congo said the U.N. peace plan seemed unlikely to win the unconditional support of some regional leaders. The diplomat said he believed an African-led peace effort is more likely to succeed.

The official said there is not yet any agreement among regional leaders and the U.N. over who would control a new force to intervene in eastern Congo. The Southern African Development Community, a regional bloc, has already offered to send about 4,000 troops to eastern Congo .

The official, who insisted on anonymity because he wasn't authorized to speak publicly while negotiations were still taking place, said a U.N. push to introduce drones into the region has also been met with resistance.

Ban did not specify any time frame when further negotiations on the deal will take place.

Manufacturing problem likely caused F-35B engine failure: sources

WASHINGTON (Reuters) - Pentagon and industry investigators have pinpointed a manufacturing quality problem as the most likely cause of an engine failure that led to the grounding of the Marine Corps version of the Lockheed Martin Corp F-35 fighter jet, sources familiar with the investigation told Reuters.

Pentagon officials are expected to finalize the finding and the proposed fix at a meeting on Monday, said the sources, who were not authorized to speak publicly. They said the F-35B should be able to resume flights as soon as the "nonconforming" parts supplied by a unit of Parker Hannifin Corp are replaced.

The grounding did not affect the Air Force or Navy versions of the radar-evading new fighter since they do not use the same part.

The Pentagon grounded all 25 F-35B jets on January 18 after a propulsion line associated with the B-model's exhaust system failed just before takeoff during a training flight at Eglin Air Force Base in Florida.

The part in question enables actuator movement for the exhaust system associated with the B-model's engine. Instead of traditional hydraulic fluid, it uses fuel as the operating fluid to reduce weight.

An initial inspection discovered a detached propulsion line in the rear part of the engine compartment, and subsequent tests showed the line was not built to specifications by Stratoflex, a unit of Parker Hannifin.

"It wasn't built to specification as it should have been," said one of the sources. "But there's a very small population of the tubes, and the problem should be fixed soon."

Stratoflex is a subcontractor to engine maker Pratt & Whitney, a unit of United Technologies Corp, which builds the engines for the single-engine, single-seat fighter jet along with Britain's Rolls-Royce Plc.

No comment was immediately available from Stratoflex.

The speedy conclusion of the investigation is good news for the F-35 program, which is racing to complete an aggressive schedule of flight tests this year.

The F-35 program has completed about 34 percent of its planned test flight program, but Lockheed is already building production models of the new warplane.

Lockheed is building three different models of the F-35 fighter jet for the U.S. military and eight countries that helped pay for its development: Britain, Canada, Italy, Turkey, Denmark, the Netherlands, Australia and Norway.

The Pentagon plans to buy 2,443 of the warplanes in coming decades, although many analysts believe U.S. budget constraints and deficits will eventually reduce that overall number.

Vine (for iPhone)


Microblogging, meet micro video sharing. Just as Twitter curtails anything of substance you'd like to say to a headline requiring a link to a blog or other webpage for any kind of depth, the free Vine app, recently acquired by Twitter, curtails your videos to a mere 6 seconds. That's not necessarily bad: Who wants to watch minute after minute of boring video? In a world where most people still think of Twitter as just short text snippets, can micro-videos make an impact?

Let's be clear: This isn't a case of "video finally comes to Twitter." You've already been able to embed a YouTube or Vimeo video in a Twitter post forever, so this isn't the first time anyone's been able two add video to tweets. Vine is more of an attempt to co-opt the craze for animated GIFs, most prominently evidenced on image-heavy mini-blogging site Tumblr. ?You could also think of it as the latest entry in the "Instagram for video" app genre.

Vine plays to today's brief attentions spans, which causes people at a play or a concert to reach for their smartphones the moment the curtain falls at intermission, rather than trying to digest the performance. Vine movies may be limited in length, but like animated GIFs, they loop infinitely, which actually does the opposite of increasing their impact. Let's see how it stacks up against other "Instagram but for video" apps, such as Lightt and Cinemagram.

Signup and Setup
As with so many new mobile apps, Apple's iPhone gets first dibs when it comes to Vine. I've contacted the company to ask when we might see apps for Android and Windows Phone, and will update this if and when I hear back. And as with so many hot new apps these days, Vine wants to interrupt you with notifications and wants access to your location, both requiring message box OKs at installation. I didn't need another source of notifications, but I though location might help for video posts.

As you'd expect with an app just acquired by Twitter, you can sign in with your Twitter account, or create a new Vine account using an email address. The typical social app would also let you sign up via Facebook, but that's not an option for obvious reasons. Conveniently, you don't need to actually provide your Twitter credentials, the app can take them from your iPhone's Settings. Despite Vine now being a part of Twitter, though, you're still prompted to agree to create a new Vine account, even if you sign up with your Twitter account.

Interface
After setup, my view was of an Instagram-like newsfeed of GIF-like videos from contacts I didn't know I had. Apparently, these were preselected Twitter employees. The well-designed and simple interface had but two buttons in the top corners above the feed?on the left Home, and on the right a movie camera. Pressing the home button offered three more options in addition to the home view I was already viewing: Explore, Activity, and Profile. These first two were encouraging, reminding me of the addictive similar pages of Flickr. More on these in a bit.

A banner ad across the top of the home screen encouraged me to get my own new Vine follows. I could find these by scanning my phone's local address book, Twitter (of course), or Facebook (surprise!). Though some reports claim that Facebook has blocked Vine from accessing it, and though I got to the Facebook permission button, an error appeared when I returned to the Vine app. Tit-for-tat for when Twitter blocked the Facebook-owned Instagram.

I could also simply search for Vine user names, or invite friends to the service using email or SMS. Each user, as with every self-respecting social network, has a profile page, and Vine's resembles Twitters, except it offers separate tabs for Posts and Likes. At top was the user's photo, a text area for inspirational self-description and a big Follow button.

The Explore page was a treat. Here I could view Editor's Picks, Popular Now, and All Posts (presumably by recency). Colorful Windows 8-like tiles in the bottom half of this page let me browse hashtags, such as #magic, #travel, and #sports. The first of these hints at the prominence of stop motion, and also feature a lot of disappearing toddlers. Even the Popular Now videos weren't especially compelling, but it's early days, and no doubt there'll be plenty awesome mini-vids in the offing.

There's no website where you can view all your own and contacts' Vine videolets, so you'll only be able to see them in the app or in your Twitter feed. The videos play on the Twitter website and in the Twitter iOS apps, and in each of those places you get a link to a bare-bones Vine-hosted Web page for the video at hand.

Shooting with Vine
When you hit that movie camera icon atop your home screen, you don't get the standard iPhone camera app in movie mode. Instead, you get a completely plain square image of what's in front of your iPhone's lens?that's right, there's no way to switch to the backward-facing camera to shoot your mug. Nor is there even a shutter button: You shoot video by holding your finger on the screen. You get a total of 6 seconds, and can lift and re-touch the screen to pause and restart shooting?which the service encourages. It's really well suited to stop motion shooting, or shooting those "magic" clips where something or someone disappears or suddenly appears.

Once you're through shooting, the Next button takes you to a page where you can add a caption for your tiny video compilation, choose a hash tag, and decide where to share it. Sharing target options are Vine, Twitter, and Facebook, and in this case, my test video did appear on my Facebook timeline, so there's no blocking in this direction.

You can also add a location at this point; the tool for this says "Powered by FourSquare" (of which I'm not a user), but it never worked for me in my testing. I'd think you'd be able to attach a location without having to be a member of yet another minor social network. And indeed a colleague was able to get location suggestions on her iPhone, though she wasn't a FourSquare member either.

The Final Products
My gut tells me that Vine is not going to unseat YouTube or Vimeo anytime soon, or even Facebook video sharing. The videos it produces are usually jerky and somewhat unpleasant to view, which effect is multiplied by their ceaseless repetition. Luckily, though, on Twitter the videos don't auto-repeat. The six-second limit doesn't really give them a chance to have anything but a superficial impact. A lot of times, the best viral YouTube videos are marked for having a visual punch line after a time of suspense. Not possible with Vine.

I actually found Vine less interesting than the innovative Lightt app, which also limits shooting time, though to 10 seconds. Lightt also combines all your short videos into an endless timeline that you can fast forward or reverse through. Nor does Vine offer the clever effects you can find in apps like Cinemagram or SocialCam. And unlike their verbal equivalent, the Tweet, there's no link to the full version.

Vine Needs Some Ripening
I'm all for innovative new ways to create and present video, and Twitter certainly needs to grow beyond being a place where you can get the occasional 140 characters from the oracle known as Justin Bieber. I'm just not convinced that Twitter's enforced verbal pithiness translates well to a video equivalent. Should you download the app and give it a shot? By all means, go for it! But as to paraphrase another tech writer, while a picture may be worth a thousand words, a Vine video somehow manages to fall short of that word count.

A career-worst season, and a playoff kick off the uprights is not enough to shake the 49ers? confidence in David Akers.

(Other, than of course, the fact they brought in another kicker earlier this month.)

But 49ers coach Jim Harbaugh denied that his kicker was in a slump, saying the team has nothing but belief in Akers.

?We all have great faith in David,? Harbaugh said, via Matt Maiocco of CSNBayArea.com. ?He?s done a lot for our team. I believe he?s really hitting the ball well, consistently for weeks. I can?t agree that he is in a slump.

?All he can do is make the snap and make the hold, give great protection and him keep hitting the ball. And we have confidence those will go in.?

Akers said the fact they haven?t gone in at his previous rate (he?s at 69 percent this year, and is a career 81 percent on field goals) didn?t make sense to him, because he feels as consistent as ever.

?I felt good all year,? Akers said. ?Just doing the same thing in practice we?ve done all year. And wish those points would?ve counted in games. I had a great practice season, and training camp and pre-games. So it?s one of those things.

?It?s been a head-scratcher. But I?m still going to be positive about going into this game, 60 minutes away from possibility of being a world champion.?

Kicking field goals is a muscle-memory business, and Akers said he can only fall back on his fundamentals.

?It?s no different than a relief pitcher or a [defensive back] who got burned on a long play,? Akers said. ?You got to go out and let body mechanics take over. There?s nothing really to do.

?The team obviously has faith in me. They kept me here. I?m going to go out. I?m going to give everything I have every time and that?s the mentality I got.?

It?s easy for Harbaugh to say he trusts Akers, because he has to say that. The real test will be if they face a fourth-and-short around the 35 or so, and whether he turns that faith into action.

Connecticut commission meets on school safety after Newtown massacre

HARTFORD, Connecticut (Reuters) - The Connecticut police investigation into the shooting last month at a Newtown elementary school will continue through June and no criminal prosecution is expected, a state prosecutor said on Thursday.

Danbury State's Attorney Stephen Sedensky III's comments came during testimony before the opening meeting of the Sandy Hook Advisory Commission, an expert panel formed by Governor Dannel Malloy that is named for the school where the massacre occurred.

Sedensky said privacy rules make it unlikely that investigators will be able to provide the panel with a mental health history of the shooter, Adam Lanza.

Malloy has tasked the panel with finding ways to improve the safety of schools and the public in the aftermath of the December 14 massacre, which left 20 first graders and six adults dead.

The panel will review current policy and make specific recommendations on public safety, with a particular focus on school safety, mental health, and prevention of gun violence.

The panel's first public hearing included testimony from experts called upon after the 1999 massacre at Columbine High School in Colorado and the 2007 massacre at Virginia Tech.

The Connecticut shooting reignited the debate over gun rights in the United States and prompted President Barack Obama to introduce proposals to reduce gun violence and tighten gun control laws. Some states have also called for stricter local rules on guns and ammunition.

The National Rifle Association, the nation's largest gun lobby, fiercely opposes tighter gun controls and has called for armed guards in public schools.

A separate legislative task force on gun violence prevention is due to begin meeting on Friday and to hold a public meeting at Newtown High School on January 30.

Chance finding reveals new control on blood vessels in developing brain

Jan. 24, 2013 ? Zhen Huang freely admits he was not interested in blood vessels four years ago when he was studying brain development in a fetal mouse.

Instead, he wanted to see how changing a particular gene in brain cells called glia would affect the growth of neurons.

The result was hemorrhage, caused by deteriorating veins and arteries, and it begged for explanation.

"It was a surprising finding," says Huang, an assistant professor of neuroscience and neurology at the University of Wisconsin-Madison. "I was mainly interested in the neurological aspect, how the brain develops and wires itself to prepare for all the wonderful things it does."

But chance favors the prepared mind, as Louis Pasteur said, and Huang knew he needed to follow up on the suggestion that glia, normally considered "helpers" for the neurons, would affect the growth of blood vessels. For one thing, blood flow is a big deal in the brain, says Huang, whose collaborators included Shang Ma, in the graduate program in cellular and molecular biology at UW-Madison. "We know the brain is very energy-intensive. Per unit of volume, it consumes 10 times as much oxygen as the rest of the body."

Although it makes intuitive sense that blood vessel development should be guided by neuronal development in some fashion, Huang spent years making sure he wasn't being mislead by his experiment. Now, he's satisfied himself, and his scientific reviewers, and the journal PLOS Biology has just published his study.

Glial cells in the nervous system establish a nurturing environment for neurons but do not carry signals. In particular, Huang looked at "radial glial cells," which also act as stem cells in creating new neurons. Radial glia extend from the inside of the brain to the outside, and also guide growing neurons to their final locations.

A standard way to find out what cells and genes do is to "knock out" specific genes, using a technology invented at UW-Madison by former professor Oliver Smithies (who shared the 2010 Nobel Prize for this discovery).

When Huang grew mice with a "knock out" mutation that blocked cell division among the radial glia, he expected to see abnormalities in the embryonic brain. But the major abnormality was completely unexpected: blood vessels that had already formed had collapsed.

New blood vessels in an embryo generally develop via a two-step process, first growing, and then stabilizing. "If the second step cannot be carried out, the vessels may already be formed, but the organ still cannot get its blood supply because the vessel will regress, or collapse," Huang says.

When blood vessels collapse, neurons start to die, says Huang. Some brain diseases, including Alzheimer's and hemorrhagic stroke, show a similar regression, and Huang says it's possible that the signaling mechanism that he experimentally blocked may play a role in these diseases as well.

Although any clinical treatment is years away, Huang is still basking in the thrill of basic discovery.

"We find that these progenitor and helper cells, the radial glia, regulate blood vessel development, and nobody has found that before." Huang says. "We used a mouse with alterations in genetics that regulate activity in these helper cells in the brain, and were very surprised to see that this had a drastic effect on blood vessel development. Previously it was always thought that these were two separate systems, now we know there is crosstalk between them. It's almost like a new field has opened up."

MagazinesJust thinking out loud.

My electronic publishing roots are so very old school. The ?plain text newsletter files passed along through single line dialup Bulletin Board Systems (BBSs) before anyone had an inkling what the Internet was? kind of old school. Yeah, those were ezines, eventually a ?new? publication format everyone was getting excited over when the Web boomed in the 90s. Blog? Whazzat?

It?s been a while since I last purposely worked on putting together an ezine ?issue.? Fun to do, absolutely, but I?ve since moved on to blogging. Still have a number of friends who do them though ? weeklies, monthlies, some for years, even a decade?plus. While I, on the other hand, have long since abandoned the format and simply use a free service like Google Feedburner to automatically take posts from this blog?s RSS feed and periodically email links and summaries to email subscribers who prefer to get their Wordpreneur fix that way instead of dropping by the blog directly. That?s what you?ll be subscribing to if you click on the orange RSS Feed icon you see on the right ? OK, here it is too:

(Although, now that I?m thinking about it, I really should be doing more than just that orange icon ? like an actual subscription email data entry ?form? ? to build a subscriber list.)

Depending on how often I add content to Wordpreneur, some of those emails Feedburner automatically sends out look pretty darn ezine-ish, actually, and compelling. I?ll paste one below, from just yesterday, links and all, as an example. I think I could opt to have whole posts sent instead of these short bursts, but for a whole bunch of reasons I?ve decided against doing that. Traditional ezine publishers, on the other hand, normally do send whole articles in each issue, and with some, particularly the monthlies, two or more of them in each issue. And intros and ads and news and links and chatter and etc. etc. etc. besides. They are, after all, newsletters.

Neither here nor there and to each his own. Is my way (RSS updates packaged in auto-emails) better than the more traditional-like ezine? No idea. No data on that, although I would imagine there is some somewhere we can find if we just Google around. But something in the ?blogs are better? camp did jump out at me as I quickly scanned through yesterday?s Feedburner-generated update I got in my inbox:

Sharing links. It?s easier for folks to share the direct links to just the blog content they want to share. Whether they want to pass it around by email to personal contacts or write about in articles and blog posts (how I normally end up sharing links), it?s just plain easier.

Not to mention eliminates non-sharing because they can?t share just the content they want! That?s for persnickety folks like me, actually. Assuming we?re lucky enough the ezine publisher actually posts issues online for us to be able to link to (not always), I can?t tell you how many times I?ve wanted to link to an article in an issue but scrapped that idea since I didn?t want my readers to: (a) be needlessly exposed to all the other jibber-jabber (other articles, ads, notices, news, admin stuff, blah blah blah) that?s in a typical ezine, and (b) be forced to wade through that aforementioned jibber-jabber just to get to the desired content, what with ezine content being pretty linear. Unless there?s no alternative content. But guess what: Usually there is, somewhere else, or even self-generated quickly.

Blogs have all that other stuff too? Peripherally, yeah. Peripherally. Big diff.

FINANCIAL RISK MANAGEMENT IN TREASURY: PART IV - SunGard

Effectiveness of Risk Management Strategies and Challenges Ahead?

In Part I of my Financial Risk Management in Treasury blog series, I discussed mitigating, identifying and defining financial risk.? In Part II, I described various types of risk. In Part III, I reviewed risk measurement methods. In Part IV, I will detail the effectiveness of treasury risk management strategies and the challenges that lie ahead for many financial professionals.?

Overall, only 6.3 percent of respondents in a recent SunGard AvantGard study* felt their risk management systems were below average. While the study turned up some indications that there may be room for improvement, the overall sense among treasurers was that their systems were satisfactory. When asked specifically how they felt regarding the reliability of their cash forecast as a support basis for either foreign exchange hedging or investment, most treasurers indicated some degree of reliability.

Measuring the effectiveness of hedging strategies is a required compliance practice under global accounting standards. Several measurements can be used to determine the level of effectiveness of hedging. When asked how they monitor the effectiveness of hedging programs, 38.1 percent of corporate treasurers identified the dollar-offset method as most frequently used. The critical terms match was almost as often employed, with 37.4 percent of respondents utilizing this method. The regression method was used least regularly, but still utilized by 24.5 percent of financial professionals. In the write-in response area, some respondents indicated either that they do not hedge or that their business was naturally hedged.

Given the concern made obvious in the study regarding market risk, it is not surprising that treasurers identified market volatility their greatest worry in the coming two years, followed by Eurozone defaults, counterparty risk, commodity prices, and the Dodd-Frank Act.

Looking back across the four-part series, I?ll summarize the Risk Management study by stating accurate risk measurement enables effective risk management. Companies are increasingly aware of the need to measure risk and monitor areas of exposure and are taking steps to ensure the security and integrity of risk reporting tools. Going forward, technology issues may surface. The use of spreadsheets in risk management actually exposes a company to operational risk, from simple keystroke errors to accidental circular references that can invalidate an entire workbook, spreadsheet risk is practically unavoidable.

Technology issues related to implementing manual processes without the benefit of a real-time view may also surface. Having a real-time view enables better liquidity management. Without real-time access to accounts and view of markets, companies are lacking a key element to risk management.

With the growing acceptance of cloud-based TMS (treasury management system) technology, more companies are choosing to reduce their technical involvement in operating a TMS by essentially outsourcing the infrastructure requirements. This enables quicker upgrades and updates if and when regulatory changes occur.

The key for corporate treasurers is to understand the importance of identifying and managing risk?and the widespread effects mismanagement can have on the company. Investments in technology are an ongoing concern and should be carried out thoroughly and effectively.

Shakira welcomes baby boy Milan

Singer Shakira gave birth to her first child, a boy, on Tuesday in Barcelona, the Colombian pop star said on her website.

The "Hips Don't Lie" singer and her boyfriend, the Spanish soccer player Gerard Pique, named the 6-pound, ?6-ounce boy Milan.?

"Milan means dear, loving and gracious in Slavic; in Ancient Roman, eager and laborious, and in Sanskrit, unification," the star said in a statement posted on her website.?

"Just like his father, baby Milan became a member of FC Barcelona at birth," the couple joked in a statement. Pique is a defender for Spanish La Liga runner-up FC Barcelona.?

Shakira, 35, announced her pregnancy in September after bowing out of a performance in Las Vegas.?

The couple last week asked fans to donate gifts such as mosquito nets and vaccines to help needy children in an online baby shower. Shakira is a UNICEF Goodwill Ambassador.?

Shakira has signed on to be a judge on the upcoming season of the hit singing contest "The Voice," which is broadcast by U.S. network NBC. She and R&B singer Usher will replace judges Christina Aguilera and Cee Lo Green.?

The singer fist met Pique, 25, in 2010, but only confirmed that they had been in a relationship in March 2011.?

Dell debates going private, Microsoft to pay billions to help make it happen?

The rumor mill's been running at full bore for about a week now, with unnamed sources explaining that Dell wants to become a private company, perhaps because of its recent lackluster financial performance. Today, the volume of those rumors has gotten louder. Both CNBC and the Wall Street Journal report that Microsoft is looking to help buy out the PC maker, paying a grand chunk -- between $1 and $3 billion -- of the price to buy out Dell's publicly-owned shares. According to Reuters' sources, Michael Dell and friends have formed a committee to evaluate any such deals or offers, but naturally, any other details about Microsoft's (or anyone else's) involvement are few and far between. We've reached out to both Dell and Microsoft for comment, and we'll update our post here as we learn more.

Digital Anthropology's To Do List | Savage Minds

At the 2012 annual meeting of the American Anthropological Association we hosted the first business meeting of the Digital Anthropology Group. I ran the meeting like a focus group and the forty or so anthropologists in attendance, from grad students to senior professors, participated with gusto.

Growing out of conversations about Digital Anthropology here on Savage Minds the focus questions were arranged around six prongs. I know forks usually have four prongs? but DANG is a really big fork, okay? The purpose of the exercise was to discover what DANG?s mission should be for each theme and to come away with an actionable project.

In the coming weeks I?ll share with you our observations about the information we collected and reproduce the suggestions we came up with. In opening up the conversation to the Savage Minds community I am hoping to revive interest in a Digital Anthropology by including more voices.

I am also hoping to cheer, flatter, and shame my colleagues into contributing their time and talents for the future success of the Digital Anthropology interest group. Without a doubt my top priority at this juncture is to keep the momentum we gained from meeting in person from dying out before we meet again in Chicago, 2013.

To move from success to success we should find where the excitement is. So let?s start where there seemed to be the most energy. One of the reasons I love Internet people like us, is that we can all pitch in a little time and work together to achieve something that would otherwise be a lot of work.

The study of online communities and Internet culture/ sociality
Of all the topics we discussed at the business meeting the cohort of anthros interested in the study of online culture was the most energetic. I observed that they were mostly younger individuals and they were joined by a representative from the Society for Visual Anthropology. She came bearing the news that the SVA was interested in offering DANG an invited session for 2013.

Two goals were suggested in this important area of anthropological study. First was the creation of a code of ethics for Internet research and for the use of new technology in ?traditional? fields of study. In addition it was suggested that we take steps to create a lexicon, ala Keywords, to collect important terms in order to facilitate professional communication by codifying terminology.

We have a great opportunity to create an invited session with the SVA for the 2013 annual meeting and maybe those papers could grow into full-fledged articles as a special themed issue of something.

Blogging, tweeting, and their kin
A number of seasoned bloggers congregated around the issue of how the Internet was changing the way professional anthropologists communicate, share, and collaborate. After the brain storming session, it was suggested that we create an anthropology blog aggregator that could use the popularity of high profile bloggers to bring more clicks to lesser known authors by putting them in juxtaposition on the same page.

It was also suggested that we create a venue for some kind of blog award. Every section and group in the AAA brings attention to itself and its subject by highlighting their best work. We should do this too as a way of getting more anthropologists to blog and to heap praise and CV lines upon deserving bloggers.

(AP) ? President Barack Obama and first lady Michelle Obama on Monday emerged twice from their limousine to respond to wildly cheering crowds along the inaugural parade route from Capitol Hill to the White House.

The couple waved to chanting, flag-waving crowds lining Pennsylvania Avenue to celebrate the start of Obama's second term. Spectators began shouting "Obama, Obama" as they returned the greetings from the first couple. Many in the crowd used their cellphones for picture-taking to capture the scene. The first lady blew air kisses to the crowd as the couple got back in their limousine after walking about three blocks.

The Obamas later got out of their limousine again closer to the White House, waving and walking hand-in-hand. The crowd roared as the Obamas walked by bleachers in front of the White House, waving and smiling. Michelle Obama occasionally clapped her hands when she wasn't holding hands with the president.

Vice President Joe Biden and his wife Jill also left their limousine to acknowledge the crowds. Biden on several occasions bounded over to the barricades to shake hands with spectators and pose with children.

Some spectators who weren't along the route where the Obamas walked said they were happy nonetheless.

Regina Thomas of Goldsboro, N.C., arrived at 6 a.m. to catch what amounted to a glimpse of the president through tinted windows as his limo rolled by. But she said without hesitation it was worth it.

"I got a chance to see the president," she said.

Tara Lucas, 38, an administrative assistant from Pearland, Texas, was satisfied just seeing Obama wave from his limousine along the parade route.

"It was beautiful," she said. "All I saw was a face in a window and it was remarkable."

Her friend Connie Griffin, a 41-year-old electrical engineer from Pearland, agreed.

"You felt the love," she said.

Obama, Biden and their families were among more than 8,800 people, floats and marching bands participating in the late-starting parade that passed before viewing stands and bleachers after Obama's public swearing-in ceremony.

Thousands of people had waited in security lines that stretched a block to gain access to parade-viewing spots accessible to the general public without a special ticket.

Spectators wore Obama t-shirts, ski caps, hoodies and buttons, and one woman wrapped herself in an Obama beach towel for extra warmth.

Protests become way of life in Spanish recession

MADRID (Reuters) - Spanish workers are increasingly walking off the job to protest wage reductions and privatizations by the government as it tackles a steep public deficit that last year threatened to bankrupt the country.

Judges, garbage workers, doctors and bus drivers are among those involved in a wave of disruptive strikes and demonstrations as workers lose patience with the centre-right government's spending cuts after four years of economic crisis.

Demonstrations have become a daily event in the capital and other major cities in the biggest social upheaval Spain has seen since the transition to democracy in the 1970s.

"The government has put the country on the path to ruin. They are taking away all of our benefits and our purchasing power," said Francisco Garcia, a cleaner and union leader at the General Hospital of Alicante on the Mediterranean coast.

Garcia and his co-workers went on strike for 17 days in January to protest two months of not being paid by the Valencia regional government. The strike - which led to reports of unsanitary conditions - was just one of many recent walk-outs.

In the southern city of Granada, garbage haulers were on strike for two weeks in January to protest cuts in their hours and pay. The strike ended on Sunday, but only a quarter of the accumulated trash has been picked up.

"It's disgusting, there are rats in the street and areas you can't even walk because of the piles of garbage," said Jorge, 50, employee at a bar in Granada, near the famous Moorish palace La Alhambra.

Adding to the outrage is the up-to 100 billion euros in public funds going to bail out banks that loaned recklessly during the property boom while tens of thousands of Spaniards have been evicted from their homes after bank foreclosure.

"They save banks and close hospitals," read a sign at a weekly protest march by thousands of Madrid region health workers and doctors on Sunday.

The protests around Spain have almost all been peaceful, in contrast to the escalating political violence in Greece - another hot spot in the euro zone debt crisis.

Public outrage over tens of thousands of bank foreclosures on mortgage defaulters - including a reports of suicides by desperate homeowners - forced the government to put a moratorium on evictions of poor families.

But other than that largely symbolic gesture, public frustration is not expected to divert Prime Minister Mariano Rajoy's from his drive to cut public spending under deficit cutting targets agreed with the European Union.

With his People's Party's absolute majority in Parliament he can afford to turn a deaf ear to the street despite two general strikes last year.

"The government's strategy is to dig in, not make any concessions and hang on with the hope that the economy begins to pick up at the end of 2013 or in 2014," said Miguel Murado, an independent analyst in Madrid.

On the fiscal front Rajoy has little room to maneuver. Although Spain's borrowing costs have come down recently and released some immediate pressure on the premier to seek an international bailout, market volatility could quickly return.

The government must raise more than 200 billion euros in medium- and long-term debt this year while recession drags on and jobs continue to be destroyed. Having made drastic spending cuts last year, he must execute an additional 20 billion euros in budget savings this year, as well.

"Rajoy knows very well that he has to take the tough decisions now," said Narciso Michavila, president of GAD3 consulting group, referring to the political calendar. The PP does not face any regional or local elections this year.

The recession has hit tax revenue which in turn makes it hard to slash the deficit. Retail sales have dropped for 29 months in a row as one out of four workers is unemployed. The economy contracted by more than 1 percent last year and is expected to shrink again this year.

In his first year in office Rajoy broke campaign pledges, raising the sales tax and cancelling inflation raises for state pensions. A recent poll by Metroscopia polling firm showed 74 percent of Spaniards do not believe the government knows how to resolve the economic crisis and Rajoy's PP has only 30 percent support, the lowest since he was elected in November 2011.

SHIFT IN MOOD

Early in the crisis, Spaniards were largely philosophical about austerity measures, accepting that they must pay the consequences for a decade of overspending that glutted the market with a million empty homes and cluttered the landscape with underused highways, airports and trains.

But forbearance has eroded as the deep recession drags on, and the government slashes into treasured benefits such as universal free health care and public pensions.

"In the end we're going to have to leave the country because there's no work here," said Elina Rodriguez, a 20-year-old history student who marched recently in a protest in Madrid against education spending cuts.

Roughly 370,000 people emigrated from Spain in 2011, 10 times more than before the economy faltered in 2008. Every week brings news of major layoffs from companies.

Since the beginning of the year Bankia, one of the country's biggest banks and now owned by the government, announced job cuts; Roca closed a toilet factory in southern Spain; Madrid's public television station laid off close to 80 percent of workers; and the local unit of Vodafone mobile telephone company said it would cut hundreds of jobs.

A plan by the regional government of Madrid to privatise six hospitals has sparked weeks of strikes. Anyone seeking medical care at public hospitals and clinics in and around the capital will find the walls draped with white sheets and banners reading "Public health care, R.I.P."

Workers at money-losing airline Iberia are holding weekly demonstrations in central Madrid against the company's plan to eliminate 4,500 jobs, a quarter of its workforce.

"We used to talk about where we meet every week for an afternoon coffee. Now it's which weekly protest you're going to," said Ana de la Hoz, a flight attendant for Iberia.

Judges, prosecutors and court-workers in December joined protests against plans to charge fees for some court services. And they are threatening a full-on strike this month.

"Something's happening in our country that hadn't happened before," said Jose Luis Gonzalez Armengol, a top judge in Madrid. "It's strange to see judges, prosecutors, lawyers, doctors, nurses and teachers in the street."

Note: I would not recommend diving into Graham?s Intelligent Investor, which some may suggest, as it involves a level of corporate knowledge that can be daunting to put into practice (additionally, there aren?t that many companies that qualify for his advice anymore, especially in technology?the market is too efficient these days).


Once you feel comfortable with the basic concepts around equity (stocks), Scottrade Online Trading is a solid, inexpensive choice for beginning to invest. For additional information, Yahoo! Finance is generally known as having the best information, although Google Finance has better charts. In terms of picking which stocks to buy, I?d start with companies you?re familiar with?but make sure they?re trading at a good price using the concepts from the articles above.

After you set up an account, you?ll quickly learn some form of the following, as I did:
Making successful trades is difficult until you have over a few thousand dollars to invest. Most stocks you?re likely to trade simply don?t move fast enough to overcome the initial trading fees. For example, if you buy 2 shares of McDonalds at $90 with a $14 total fee ($7 to buy, $7 to sell) and the stock goes up 10% next year (about average for equities), you?ll only make a profit of $4, or 2%. Even worse, that $4 is taxed by the federal government. Bonds are even slower, and in most ?safe? cases less profitable or not even available without $5-10k to invest (unless you go down the mutual fund route, but it doesn?t sound like you want to take a passive role).

It?s difficult to find a truly great buying opportunity that hasn?t been discovered. Great stocks are expensive because they?re great stocks. There aren?t any free lunches out there. In most cases, when you make great gains it?s because you believed something that other people did not?and you were right. This is very difficult with all the news media and hysterics around the market.

Buying and selling stocks is an emotional process. It may seem like a rational, calculated, decision, but when your stocks go down you will feel pain. And in many cases that pain will lead to irrational decisions. The same is true when your stocks rise and you don?t reap benefits in a timely fashion.

The market doesn?t seem to be based on the fundamentals you?ve spent so long reading about ? in many cases it seems prone to crowd herding and random shocks.

But don?t worry! It gets better:
Once you?ve made a few investments, learn about options Options. If you?re right, you?ll make ~5x the return over plain equity (however, you also loose ~5x as much when the stock goes down). For small investments, it is really the best option to ?get some skin in the game?.

As you follow the markets you?ll start to get hunches about market activities that aren?t rational and present an opportunity. NBA All-Star Rosters 2013: Kobe Bryant, LeBron James, Kevin Durant Make Starting Lineups

NEW YORK (AP) ? Kobe Bryant has been voted to his NBA-record 15th consecutive All-Star start, leading four Los Angeles players into next month's game.

Lakers teammate Dwight Howard and the Clippers' Chris Paul and Blake Griffin will join Bryant in the Western Conference lineup for the Feb. 17 game in Houston. Oklahoma City's Kevin Durant, the MVP of last year's game, rounds out the five.

Kevin Garnett held off Chris Bosh in fan balloting, giving the East two Boston Celtics and two Miami Heat players. LeBron James and Dwyane Wade will represent the defending champions and receive passes from Rajon Rondo. New York's Carmelo Anthony is the other starter.

Bryant finished with 1,591,437 votes, edging James by about 7,800 to finish as the leading vote-getter and break a tie with Shaquille O'Neal, Jerry West and Karl Malone for the most consecutive starting nods.

The NBA's leading scorer is a four-time MVP of the All-Star game and last year became its career scoring leader.

Garnett beat Bosh, who took to Twitter to stump for votes in the final days of balloting, by about 25,000 votes. He tied Bryant and O'Neal for second all-time with his 15th selection behind Kareem Abdul-Jabbar, who was elected to 19 games.

It's the second straight year that Los Angeles teams will make up four players. Last year it was Bryant, Paul, Griffin and Andrew Bynum, who was dealt to Philadelphia in part of the deal that sent Howard from Orlando to Los Angeles.

The ballot changed this year, eliminating the center position. Fans were required to vote for three frontcourt players and two guards.

They picked an interesting mix in the East. Anthony and Garnett exchanged words during a game on Jan. 7 and Anthony was suspended a game by the NBA when he tried to confront Garnett afterward in the tunnel area and by the team bus.

Rondo was injured in the playoffs two years ago after getting tangled up with Wade and landing awkwardly on his arm, part of what's become a tense rivalry between the Celtics and Heat.

Reserves will be announced next Thursday. Coaches will vote for seven players in their conferences: two guards, three frontcourt players and two players regardless of position, and can't vote for a player on their own team.

(AP) ? South African singing sensation Lira says she will dedicate a Zulu love song to United States President Barack Obama and his wife, Michelle, when she performs at Monday's inaugural ball in Washington, D.C.

Lira says she is blown away by the invitation. She told South African talk show host Redi Tlhabi her career has "gone way beyond my wildest dreams ... I'm extremely excited, it blows my mind."

On Talk Show Radio 702 this week Lira promised to dedicate a song of her own composition called "Ngiyazifela" to America's first couple. "It talks about being so in love with one's partner and I think Michelle and Obama are such an inspiring couple, I just want to pay a tribute to that." Ngiyazifela is Zulu slang for being madly in love.

Basic Function:

WASHINGTON ?In a settlement with the United States on behalf of the U.S. Environmental Protection Agency, automotive electronics manufacturer Edge Products LLC (Edge) has agreed to pay a $500,000 civil penalty for manufacturing and selling electronic devices that allowed owners of model year 2007 and later diesel pickup trucks to remove emission controls from their vehicles. Diesel trucks that are not equipped with emission controls known as ?diesel particulate filters? emit excess particulate matter (PM). When running, trucks without these types of controls leave behind a trail of dark, black smoke. PM is associated with a number of health problems, including respiratory and cardiovascular disease, chronic bronchitis, decreased lung function, and an increased risk of lung cancer.

The company, located in Ogden, Utah, sold more than 9,000 of these electronic devices nationwide, resulting in an estimated 158 tons of excess PM emissions released into the atmosphere. This is equivalent to the emissions from 422 new long-haul semi trucks operating for a period of 29 years.

?The Department of Justice will continue to vigilantly protect America?s health and environment through the enforcement of the Clean Air Act standards governing emissions from vehicles and engines,? said Ignacia S. Moreno, Assistant Attorney General for the Justice Department?s Environment and Natural Resources Division. ?This settlement holds Edge Products accountable for selling devices that allow consumers to disable the emission controls on their vehicles by requiring the company to pay a penalty, buy back the devices, and perform a project to offset the air pollution resulting from the Clean Air Act violations.?

?Our goal is to have these illegal devices removed and proper emission controls installed,? said Jared Blumenfeld, EPA?s Regional Administrator for the Pacific Southwest. ?Allowing black smoke to billow conspicuously from the tailpipes of diesel pickup trucks is a practice that directly harms public health.?

Diesel particulate filters remove approximately 90% of the particulate matter emissions from a truck?s exhaust. If the filter is removed, the truck will generally not operate properly as the filter is monitored by the truck?s computer. However, the electronic devices sold by Edge allowed individuals to reprogram the truck?s computer so that the truck would continue to operate even after the filter had been removed.

Although Edge stopped selling the illegal devices in mid-2011, the consent decree requires Edge to offer to buy back the devices from anyone who possesses one. In order to sell the device back to Edge, the truck from which the device came must be returned to its original factory programming. Edge is also required to spend at least $157,600 to implement an emission mitigation project to offset the excess PM emissions that it caused. Edge will use the additional funds to offer rebates to individuals who own old wood-burning stoves and who wish to replace them with cleaner burning appliances such as new pellet stoves or EPA-certified wood stoves.

The civil penalty of $500,000 is based on the United States? determination that Edge has a limited ability to pay a penalty in this matter.

The consent decree resolves allegations in a complaint, filed today, that Edge violated the Clean Air Act by manufacturing and selling motor vehicle parts or components whose effect is to bypass, defeat, or render inoperative a motor vehicles emission control device.
